It would be backlinks.
It is the best technique in my opinion taking into consideration of time, money and effort. After trying so many things, backlinks is the way which I personally would tell everyone to try doing before anything else. Of course stuff like aged domains, offsite/onsite SEO and many other parameters are important. But as the title of the post said, if I can only recommend one, it would be backlinks.

This 8 techniques alone can get you at least a thousand backlinks within a few days. Forget about the latest, the best, the blackest techniques in the world. Get your fundamentals right and just take the action.
For social bookmarking, I highly recommend Bookmarking Demon. Yes that is an affiliate link. It is also the top selling software I sold to date because it is the most cost effective yet most capabled software in this field. For article submission you might want to try Article Post Robot. Please correct me if you know of any other better and cheaper alternatives to the two software I mentioned above. Often people are so paranoid over the fact that you recommend something and send people to your affiliate link. Affiliate link was designed to reward people whom take the time to discover, test and recommend them. If you dislike that, do a search in Google. I am sure you can find direct link to it. You can never be 100% fair in your review unless you buy every single piece of software of the type you are recommending and test everyone of it. I happen to test a few and to the extend of my knowledge, all my recommendation has been based on what I used and what I feel should benefit the audience.
